Picture quality depends upon the commpression they use. Ku & C doesn't matter. Normally those FTA channels in C band are little better than they are in DTH. This is because of too much compression in the dth.

Yes in other countries too they use small dish like 60cms and even 30cms for DTH and Ku receptions.
